The Asbestos Certificate
Asbestos certificate? What’s that?
The asbestos certificate is a document issued by OVAM based on an asbestos survey. The document and its contents are prepared by an asbestos expert. It will contain information about which materials contain asbestos, their condition, and how to safely manage or remove them. Handy, isn’t it?
So when does it start?
Starting November 23, 2022, an asbestos certificate must be provided with every signed preliminary sales agreement for buildings constructed in 2000 or earlier. This requirement applies not only to sales, but also to gifts or the establishment of usufruct. When selling an apartment, two asbestos certificates must be provided: one for the private unit and a second for the common areas. However, the asbestos certificate for the common areas will not be mandatory until May 1, 2025.
An asbestos expert? What exactly do they do?
The asbestos expert will visit the site and conduct a non-destructive inspection. This means that the expert will not need to dismantle or remove any items. The expert is, however, required to take a few samples to send to the lab. In doing so, they may cause minor, localized damage. You may refuse to provide samples, though in that case the material will immediately be considered “suspected asbestos.” This will then be noted in the certificate. So, not recommended!
And how much will this cost me?
Obtaining an asbestos certificate can be quite expensive. On average, it costs between 500 and 600 euros per certificate. The exact price often depends on the square footage and any additional samples that need to be taken.
